How to connect 4G sim card on HP Elitepad 900?

Hello!
I have a problem with my friend's hp tablet, that said I have a port that supports a sim card, but if I insert a sim card it doesn't matter the operator nothing even after several reboots.
I checked in the device manager and everything seems correct, no driver problems.
My question is how to make the sim card work?
Specifications of my tablet.
Operating system: window 8.1.
Model: Hp Elitepad 900.
