Processor used at + 90%

Hello!

I bought used computer (Not too expensive for what it is so it's okay) but the problem is that after 2 weeks of use it became seriously slow ...
I don't install any software, it's mostly games: /

I specify that it is my hard drive that I put in this PC, it is not the drive that the gentleman gave me (I reset it anyway). So this is my OS, my files, ect. If I run YT video on Chrome my CPU is 90-95% used ...

I can't do anything, it's so buggy. Same for games, to tell you I can't even run Minecraft over 10-15FPS ...
League of Legends is 30-40 FPS on low. Still above 80% CPU usage.
I suspect he's screwed but I'm waiting for confirmation or some other advice.

• AMD A10-7860K R7 4cores (3.6GHz)
• Nvidia GTX 1050Ti 4Go
• 16GB of RAM (1333Mhz)
