Since I finishied the installation of WINDOWS 10 instead of WINDOWS 8 pre-installed on my laptop TOSHIBA SATELLITE P850-31T, the DVD-CD-ROM "MATSHITA BD-MLT UJ260B" is no longer readable on the workstation, when I try to turn it on.
In the device manager I got:
"Windows can not boot this hardware device because its configuration information (in the registry) is incomplete or corrupt (Code 19)"
On the other hand I checked that the driver was up to date.
As previously suggested, I uninstalled the driver and then "look for changes to the hardware".
without results.

Maybe you try to delete Upper and Lower filters?
1. Create new file "delete-filters.inf" with this code:
2. Put it on the desktop.
3. Right click on the file
Click on -> Install.
4. Restart the pc.
It should help.
